Knowing the NorAellians; they'd pick an unpopulated world turn it into a small colony, and put this org's HQ here, then populate it by Lyndri, with enough NorAellians that they're justified in keeping a warship or two on permanent 'patrol'.
Under the auspices of that 'protection', I could see a bunch of merchant groups setting up HQs on the colony as well... Hmm.

Hadn't even considered that... though I think post fall McKenzie goes for turning the League into more of a EU/UN style system, with the Lyndri and NorAellians joining as well as the Terrans; I think 'unification' is more aspirational than actual for decades.
Might pick a new name for it, just to break with previous predjudices.

How do you feel about it being called, "Interstellar Ship Authority (ISA)"? Looked up a couple of names for similiar groups, and they all tend to have this blandly straight forward name.
Probably also responsible for handling things like tracking hull history / ownership (like carfax) and if there's some major recall or something, they'd probably be the ones to coordinate/arrange it. Maybe they even do a blue book style thing for guidelines on reselling / value estimation.
