Clusters are independent power blocs in Freelance space—groups of systems with strong cultural and economic bonds that have chosen not to join the Confederacy. They trade with Confederate worlds, cooperate on matters of mutual interest, and generally maintain friendly relations, but they have not submitted to Confederate governance, however minimal that governance may be.
- Highlands Cluster - A Cluster of eight systems each founded and primarily populated by those of Gaelic descent. Systems and planets tend to adopt names of cities or regions from the British Isles.
- Empire Cluster - A Cluster of five systems centrally located in Freelance space. Each system is owned by a banking corporation.

- Gaelia - Cultural and political hub of the Highlands Cluster; hosts the Gathering.
- Aberdeen - Capital of the Highlands Cluster; major shipbuilding hub, home to Talbot Yards.
- Cardiff - Welsh-heritage system in the Highlands Cluster; home to Emory Shipwrights.
- Edinburgh - Scottish-heritage system; education, finance, and legal scholarship.
- Dundee - Scottish-heritage system; boutique shipbuilding and precision engineering.
- Galway - Irish-heritage system; trade hub and maritime traditions.
- Cork - Irish-heritage system; brewing, distilling, and tourism.
- Suffolk - English-heritage system; agriculture, textiles, and food production.
- Gygax III - Planet full of RPG enthusiasts, with whole towns dedicated to different fandoms.
- Charlemagne - The Eden planet where the Charlemagne Disaster occurred. Current status: unknown. For more information, refer to the Carolingian System page.
- Tera Aurelia - Initially believed to be an Eden planet before the plasma rains were charted.
- Palatine - Capital system of the Empire Cluster and home to the Exchange.
- Nerva - Planet in the Palatine system; exclusive residential world for the Empire Cluster's wealthiest citizens.
- Commodus - Planet in the Palatine system; industrial and logistics hub.
- Constantine - System in the Empire Cluster controlled by Ferrox Manufacturing; heavy manufacturing and shipbuilding hub.
- Trajan - System in the Empire Cluster controlled by Essex United Corporation; shipping and logistics hub.
- Hadrian - System in the Empire Cluster controlled by Vallum; security services and private military contracting.
- Augustus - System in the Empire Cluster controlled by Aetherial Limited; mining and resource extraction.
- Diocletian - System in the Empire Cluster controlled by Grand Vistas, LLC; home to VistaPlex, a planet-wide casino and theme park.
- Cobalt's Eye - The home of the Sanctus Aurum and a known haven for smugglers and pirates.
- Port Royal - A pirate haven and home to Clew Bay Station
- El Dorado - A low G world in the Legendarium System, which enjoys a fairly central spot in Freelance space. It is home to the immensely popular Juno Station.
- Bahr Eamiq - An oceanic world with several small stilt cities scattered across it. It's located in the fancifully named Aurora Tides system.
- Prima Nocta - A wind-swept rock riddled with tunnels that hold entire biomes. It was first colonized by a small, but especially brutal, cult who's leader believed he was destined to be king of humanity.
